Following the 2024 Local Elections, Dr. Cemil Tugay, Mayor of Izmir Metropolitan
Municipality, was elected as the President of Healthy Cities National Network of Türkiye at the First
Ordinary Assembly Meeting of 2024 held in Bursa on June 4, 2024, and became the
Chairperson of Healthy Cities National Network of Türkiye
Biography
Born in 1967 in the city of Van during his father's compulsory service, his father is a teacher
and his mother a housewife.
He graduated from Izmir İnönü High School's middle school in 1980 and high school in 1983.
In 1989, he graduated from Ege University Faculty of Medicine. He worked as a general
practitioner in Çorum and Tire for 4 years.
Between 1993 and 2000, he specialized in Plastic Surgery, and in 2000, he received his
specialist doctorate at İzmir Atatürk Training and Research Hospital.
In 1997, he worked as a researcher doctor in Cleveland Clinic, USA for 1 year.
After becoming a specialist, he worked as a Plastic Surgery specialist at Karşıyaka State
Hospital between 2001-2005 and at İzmir Çiğli Kent Hospital between 2005-2009. In 2009,
he started practicing as a freelance physician in Karşıyaka and closed his office in Alsancak
after he was elected mayor.
He served as the Mayor of Karşıyaka between 2019 and 2024. Also, Dr. Cemil Tugay served
as a councillor of Healthy Cities National Network of Türkiye between 2019-2024.
Tugay is married and has 3 children. He is fluent in English and French.
